Five-year parks & recreation master plans are a useful local tool for the largely volunteer local parks and recreation organizations. It is an equally important tool for staffed parks & recreation organizations. A good plan will also communicate community or countywide accomplishments and priorities to state and federal governments, possibly to support funding programs.
The Indiana Department of Natural Resources has created a basis for minimum planning requirements for five-year parks & recreation master plans. The processes requires a community to examine existing demographic and economic conditions, projection of substantive trends, inventorying existing parks and recreation resources, public participation in developing future parks and recreation priorities, and ultimately, scheduling activities to meet the demand or priorities.
